If you want a serious response, you'll need to give me much more information.
Disable join messages and get a verification system installed where they need to put something in chat like a code.
They'll get bored if they can't cause any trouble they'll realize they're wasting their time and leave.
Then just turn back on join messages. If it happens again just a quick config change to disable join messages again.
No need to spend any money on a system.
Happened on my old Network BumbleCraft, and they gave up after we did this.
Also if you have a Network I'd recommend setting up a queue system so they can't all join at once.

A anti-proxy plugin can do a lot.

I imagine they can get this set up for you in a custom manner that best fits your needs so your current audience won't be bombarded with annoying 2FA like other public plugins make you do.

You should implement things like AntiVPN, Captchas, Queues, Player Verification to reduce spambots.
