Spawner Egg Fix/Fork

Hi there, I need a plugin that does the following:

• Allows people to place creeper eggs on spawners. Right now I am using SilkSpawners which tries to get the player to change the spawner to a creeper, I would like it so it just places the creeper on top of the spawner without changing the actual spawner type
• Stops a player from mining their spawners IF a neutral or enemy faction is within 300 blocks. I am using SavageFactions.

If anyone could do this for me or knows of any plugins, would be greatly appreciated if you could show me.
