Spawner pickup/place/mine plugin

I need a plugin that will allow me to give a permission to a player that will allow them to pickup/place/mine a spawner, with different permissions for each spawner. If the player doesn't have said permission they need to be sent a configurable message. I don't need a silktouch feature to be implemented, I use SpawnersPlus (which this plugin needs to be compatible with).

Permission Examples:
spawnercontrol.place.50 #allows placing of creeper spawners
spawnercontrol.pickup.91 #allows pickup of pig spawners
spawnercontrol.mine.90 #allows the mining of sheep spawners
etc etc
