Spawner upgrades plugin + chunk collector

Spawners should be upgradeable (as in the loot they drop, i.e villagers drop emeralds by default, and are upgradeable to enchanted emeralds and enchanted emerald blocks)

Chunk collectors function as normal chunk collectors, has to hook into SS2 so only people in the island can use them
