This plugin is a spawner plugin for your server. It has 5 tiers. Every tier makes the spawner better. To upgrade the spawner it cost EXP levels.

Permissions you will need to give this to the group(s) you want to be able to mine the spawner. They can mine the spawner with anything so they don't have to have silk touch.
