Spawners with fishing

looking for a plugin that would allow players to randomly obtain spawners from fishing

You could use skript and use the on fishing event: http://njol.ch/projects/skript/doc/events/#fishing not sure how I'd go about doing it as I personally haven't looked into it, but it's also an option to explore.
