Spawnerupgrading plugin, for vouch

I need a spawnerupgrading plugin with 5 tiers.
You upgrade with xp.
every upgrade makes the spawner spawn faster by 100%.

Simple plugin

1tier = starting
2tier = 100% faster
3tier = 200% faster from tier 1
4tier = 300%
5tier = 400%

The problem is that a plugin like this will have to use lang.reflect and even then wont be compatible with all versions. Also consider that spawn delay is random between a max and a min value. Bottom line of the argument: Something like this is a little to big for a vouch imo.
