Special capture point plugin needed

I am looking for someone that could make me a custom capture point plugin.

What I need the plugin to do:
- Create multiple capture points by selecting an area similar to world edit.
- I would be using it on my skyblock to give more diversity to PvP, So possibly make it compatible with the skyblock plugin I use so the other island members can help capture the point.
- Have it cap for the island team that are on it and have it pause and be contested if there are other players on it that are not apart of your team. If the capping team wins the fight it would start capping from where it was paused at, and if the attacking team wins it starts uncapping from where the defending team had it.
- An animation, like a boss bar, that is red and goes down when you are uncapping from another team, and then have it fill back in with green when you have it uncapped and start capping.
- Give certain configurable buffs per point, so one can give a strength potion effect while you/your team holds the point, and another point give regen potion effects.
- Have it give the holder of the points 10% of all transactions when someone sells in the shops (I use ShopGUIPlus).
- Alert any island members that are online that someone is starting to cap your point.

To explain the plugin:
The idea is from an Arma 3 server I play on where they have what are called cartels. You and your gang members go and cap it from another gang. They come fight you for it so they dont lose it. On this server you make drugs and sell them to make money, and each cartel is for different drugs. for example, Meth and Weed cartel make it to where whatever gang holds the cartel they get 10% of all sales of meth and weed. I would like this plugin to be similar so I can make a point for multiple shops like Ores and MobDrops, so anytime someone sells an item in one of those categories the team that holds that point gets 10% of the money and the person selling loses 10% because they dont hold the point/cartel.

It seems like a crazy plugin but anyone that is up for the task please message me.

Yea basically KoTH that is permanent, and whatever team is holding it get configurable buffs, like potion effects and even money from sold items if possible to have it compatible with ShopGUIPlus.
