Specific custom enchants plugin

Does anyone know of a plugin that has a simple 3 row gui with all possible enchants in middle row in the form of books that require specific amount of levels to be bought, eg. 50 levels. These books can only be right clicked on the specified armor piece or sword, such as water breathing enchant can only go on helmet. Also ability to give the enchants custom names such as speed2 enchant could be called “Agility”.

Mainly vanilla enchants that are already in the game but only specific levels of them, such as speed 2, strength2, regen1, fire1. Also need a ‘bleed’ effect to prevent people from pearling.
