Hello guys my question is where i can find a spigot .jar from 1.11- 1.14

If you want a spigot jar with all the versions, there isn't one, use ViaVersion.

How can i use via version ?

You could (should) also use Paper which is an optimized fork of Spigot. https://papermc.io/downloads

Use paperspigot and ProtocolSupport instead of viaversion so you're not limited to any particular version.
