Spotlight Custom Plugin

Looking into anyone that could possibly develop a simple spotlight plugin that uses ender crystals? Budget is around $5-30?

Name: Spotlights
Commands:
/spotlight create (name) - Creates a spotlight
/spotlight addpos (name) (sec) - Creates the spotlights first position (etc...) direction of where the head is pointing at (can be diagonal, up, down, etc)
/spotlight list (lists all the spotlights available)
