Stacked Lava & Water Buckets Plugin

Hello! So yes, basically, the title says it all. I am in need of a plugin to have my water and lava buckets stack to 16 to help my players make bases easier. I've heard there was some way to do this by using Paperspigot, however, I don't want to go down that path.

I would be willing to pay someone to help me do this.

I'm pretty sure if you get PaperSpigot you can enable Water, Milk, and Lava buckets in the paper.yml.

As I said if you read it, I did not want to do that..

Good choice in my opinion.

Already tried this, it stacks the buckets, but when someone tries to use the stack up buckets, only 1 bucket appears.

I could be wrong, but wouldn't this be possible with WorldGuard? Or does that only stack the buckets when you do /stack?
