Staff Chat Plugin

[Garner]

Commands:
- /sc <message> (/staffchat, etc)
- /chat staff (toggles staff chat on)
- /staff online (shows online staff)
- /staff list (shows all staff)

Features/Requests:
Prefixes and ranks need to be taken from Luckperms.
The online staff list and regular staff list should have a hierarchy.
The online staff list should show what server they are on.
The plugin needs to be ran through bungeecord.
Staff join and leave messages.
