Staff Connect Message Bungee Plugin

Ok first post plz no bully. I basically need a plugin where when you switch servers on the network, it hooks with PremiumVanish and displays a message saying something like {user} joined {servername} from {previous server name} but only to people that can currently see you. I have premiumvanish's layered permissions so hooking into the API would be the best way to send them. To be clear this is only for staff. If someone has just connected to the network then it should have a message displayed that is the same sort of thing but without the previous server placeholder. Ideally, these messages would be configurable in a config file, supporting color codes and the ability to use a users prefix. It would be cool if this plugin could implement some sort of jump command where you can specify /jump {user} and it would connect you to the server they are on(no tp) and have a configurable message sent out for jumping to a user. As for a budget, I don't have one. Whatever price you throw at me(not being too absurd) I will probably do it. Sorry for the long read, any help is appreciated. Thanks!

Ok the problem with that is that there isn't a difference between somebody connecting to the network for the first time and somebody switching servers. I want a plugin that allows staff to keep track of where other staff are connecting to in a way that doesn't reveal staff that are vanished at a higher level in case an investigation needs to be done.

Yes a message when staff switch between servers but also preferably a different message for when staff connect to the proxy for the very first time. So one message that messages staff saying staff member joined kitpvp from hub-1(for example) and a different message when a staff just joins the proxy(from the multiplayer screen. NOT a server switch using /server for example like the last message.) that says like staff member connected to hub-2
