Staff/Mod Mode

Hi! I will try and make this as short as possible. The title basically says it all, but i am in need of a Staff/Mod Mode Plugin which allows Staff Members with the correct permissions to be put into creative mode but can't spawn stuff in or place blocks (etc). This plugin should be 1.8 - 1.12.x Compatible.

I had around 4-5 offers. All were $20 - $25 except for someone desperate who said $10. I found someone who is doing it for $15 and is very friendly.
