Staff Mode - Fresh and custom

Hello. I would Like someone to code fully fresh and New staff mode plugin. These features MUST be implemented:
-Vanish mode (makes you /v)
-fly on/off (green colour for on/turns grey on off)
-Freeze Wand (its a Blaze rod that freeze the player and makes him unable to move or point the mouse around)
- /freeze and /unfreeze command
- /clearchat
-randomtp (its a diamond, when you click that Diamond it teleports you to Random player
-also /randomtp command too
-toggle the staff mode on/off with /staff

Im offeering to pay $15 or $20

TO GET ALL THE ITEMS MENTIONED (DIAMOND,BLAZE ROD, green and dye) YOU MUST HAVE /staff enabled, all your items Will get cleared and you Will get the items mentioned.
