Need a CUSTOM staff mode plugin

to access this inventory you have to do /staffmode
all things in the inventory have to be configurable same as the messages

Vanish. Not any kind of vanish but when you vanish you can open doors, chests etc silently and players can mine while your in the same block as you are with them.

Reports :
/ReportIgnore
Doesn't message you when someone reports another player etc
/ReportsOn
Messages you when a players report other players
/Report (player) (reason)
when you're in staff mode you can open a gui "Unsolved Reports"
or when you're not in staff mode you can do /Reports
also in the GUI it if you click on the report it will teleport you to the player that was reported
then /reports (player) then it will pop open a gui of all the reports on that person
there also has to be a clear all reports /creports which deletes all the reports
also there has to be a 3 minute cooldown for /report so people do not spam it.

Quick ban:
Right click a player with the item and a gui will pop up for non ip ban and ip ban and then type in chat for reason to be banned and it will automatically ban them for that reason.

Inventory inspect:
Right click a player with so item that is choosen in the config
then it shows their inventory and their armour they're wearing and what item they're holding in the bottem right
and at the VERY bottem there needs to be a thing to show their hunger there ip address there gamemode there location and if you click on their location thing it teleports you to them there infractions (how many reports and warnings they have)
then warn player if you click it then it exits the gui and has you type a reason in chat and it needs to be configurable so let's say you have it set for 3 warnings they get like a 30 min mute or a 1 hour ban etc

then be able to mount on a player and you would follow them.
simple as that
