Staff Mode

Hello, I am looking for a staff mode plugin with the following features:

1º Slot: A compass named &bCompass.
2º Slot: A book named &bInspection Book -> Opens the player invntory and allows you to edit it.
3º Slot: An orange carpet named &bBetter View
8º Slot: A head named &bOnline Staff -> Displays all the online staff in a GUI.
9º Slot: A vanish tool, named &bBecome visible if enabled and &bBecome invisible whilst not enabled. When the vanish is enabled, the player won't be able to hit players and the item will be 351:8 and whilst the vanish isn't enabled the player will be able to hit other players and the item will be 351:10
If player has staffmode.admin he will be in gamemode 1 and the staff member will have a world edit wand named &bWorldEdit Wand in the 3º slot (the carpet moves to the 4º slot) while in staff mode and if the player has staffmode.mod he will be in gamemode 0 without the worldedit wand.
