There is no easy vote, 1,2,3,4. It depends what kind of community you're building what the game-mode is and what responsibilities staff members will carry out. It's important to know the levels what each rank would have different from one another and why you need each rank. Also depending on the size of your staff team and the player-count are all major points when choosing your ranking system! However I will rule some out for you, if you're able to give me more info on the server such as expected player-count and what game-mode it is I could assist you further.

Let's start of with Vote 1
Vote 1 is something I would never choose unless put into a tiny and I mean tiny server and even then it could become an issue. Entrusting someone with so much power so quickly is never a great idea so spreading it out is normally a lot more safer and rewarding for the staff member. So it's a no for Vote 1.

Vote 2
Vote 2 is where it starts to improve. Senior Moderator let's you put the commands you want someone you know won't back-stab you anytime soon but not ready to give the user maybe Admin only. So it's a good balance but you're still giving the new staff members quite a bit of power inside the Moderator rank. Moderator rank should be a rank which is worked for and not something handed out at the start, that's my opinion. However Sr.Mod does add more ranks for the staff to work for and more of a rewarding feeling over time.

Vote 3
For a smaller server 20-60 players this could work perfect the ranking system. You're letting the new staff members have very limited power and see how they handle the very little power they have, measure their response to power and what you can expect in the future. While having the Moderator rank something a new staff member must work for before obtaining it. Understanding the great responsibilities which come with Moderator. Admin belongs in every staff I feel and it's reserved for those who've gone high and now deal with the larger issues. While Moderators will be your direct front. If you have a server where you're able to trust those immensely put in these positions the third option would work great.

Vote 4
My personal favorite and almost what I would use on any server expect one which expects an excess of 800+ concurrent players. Trial-Moderator let's you see a users capabilities while looking fast for red flags and how they're handling this new environment and role. It let's you see if they're good. After they've got the trust of the staff team and are one of the members and are deemed doing well they get promoted to Moderator. Moderator is where they begin the forefront of being actively engaging with such a community making sure it stays clean of toxicity and performing their duties. After all this is done Senior Moderator comes into place, a stepping stone but a long one to Admin. It grants them more permissions expect this time it's for those who have gone beyond what was expected as a Moderator have proven themselves multiple times and are senior with constantly helping those new players and new staff members with getting relaxed into the community. It's for those who have shown they are able to control the bias. It's another crucial stage to watch carefully of a staff members behavior how are they reacting to large amounts of power. It needs to be monitored closely, very closely. These users are able to be entrusted with more such as leading sub-groups if you have them, such as report teams. Training new staff members and mentoring them and gaining those few extra permissions to help them fulfill their duties in-game but not go beyond what they would need. Administrator is for those who have reached the high ranks of making sure all the sub-group leaders are doing as expected. Dealing with major issues on the server and with the community and depending on the community runs the back end stuff. However some servers have more ranks which is recommended. Such as Manager and Owner.

Hopefully this helps you with your quest of choosing the perfect server rank system!

I would for sure say vote 4. Considering it gives the staff a chance to work their way up. Not only that, it will give higher staff members a chance to see how a lower staff members do their job.
With a system like that if you were a trial-mod would you work harder considering that you can see what you can achieve by working hard?

I'll hop on that would I work harder? No but it might encourage users to stay longer and set goals such as becoming a Senior Moderator if it's not handed out willy nilly. Senior Moderators are the role-models of the role-models in the staff world.

Of course, I mean if you're going to do something, might as well put in 110% into it because you're already doing it.
now, if it was just moderator and admin would you even consider applying because you know that you would sit at mod for months on end only to know you are working for admin which you still only might get after months and months?

idk I always liked ChatMod because its like a starting rank I dont wanna give someone ban perms after there starting out. ChatMods usually can only Mute, Warn and Kick. So you could call it trial mod. But I think it should be Chat Related.

Chat-mod and Trial-Mod are almost always the same thing.

I agree with Vote 4.

That's because no one should start with a bunch of permissions which could hurt players or the server, such as false muting or banning etc. Then move up the ladder to moderator which has slightly more commands, then to Senior Moderator which is just like an in-real-life job because you begin to have seniority over your employees after you have been there for so long. Then administrator is for those people who have been a SM for a long time, are personally trusted by the Owner and have proven themselves to be worthy of such a power role.

IMO; EVERYONE should start as trial-mod, besides when opening a new server and having 1-3 moderators that are capable of some real duty work, but everyone else should start at the bottom and work their way up, proving their dedication to the server, and not just there to have the rank.

Vote 3,
This makes sure there is a trial rank to make sure the staff member is right for your server, while not having too many unnecessary rank tiers (unlike vote 4).

I would say vote 4 is hands down the best out of all of them because it gives them time to figure out the staff team as they work there way up and also gives more opportunities to give promotions since there is more ranks.
