Starting a gambling site

Hi,
I was interested in starting a gambling site.
It's not going to be one of those that brings up all those ads and it has bingo and all that rubbish you see on TV. It's gonna be like bustabit. Bustabit is effectively just gambling with paypal money, trade paypal for btc and gamble it, change btc back to paypal and that's it.

Am I allowed to cut out the middleman (btc) and just create a gambling site that crashes at a multiplier like bustabit except you use paypal money ?

Are there any laws against and for things like this ?
I'm 16 so I wasn't sure.

I dont think you can start a gambling site, at 16. You cant even gamble until you are 18.

Whatever you do with this site, make sure you do it legally. Illegal gambling may be profitable, but if you do get busted (say, by a sore loser), you're in for major trouble, and will have basically ruined your future.
