"Sticky Thread" in Other Services.

So, I've been wanting to "Sticky" my thread in "Other Services" for a while now. And I have noticed that it doesn't have the option, however there is another thread that is on the "Sticky". Is it only restricted to one "Sticky" slot?.

As you can see, the option is no where to be seen.
