If this is implemented, which I do not think it should be, it should be accounts section only. 5 is not disturbing enough to be real problem, yet has enough space to fullfill a reasonable amount of demand.

There's a lot of demand for the sticky threads in the accounts forums at the moment and I think 5 is the perfect number of stickies, it isn't too spammy but it does help people that decide to pay to sell their accounts faster and potentially for a higher price.
