The only things you can get for 20 bucks are multi-page static HTML sites or single page dynamic sites unless the person you're talking to is your close friend/relative

Depends on the design. You could have something as simple as a twitch stream embedded into the site. If that's something you'd like, I could probably do that for like 3 dollars for a decent design (though you'd need a domain or let me use a free one)

Don’t expect much for cheap. If you want a full blown streaming site where you stream directly to it, that could become quite expensive... if you are wanting a decent looking site that embeds let’s say... twitch or YouTube streams, maybe $200 could get you somewhere. If you want a database and backend included, probably around $300.

These are not my prices, these are general market prices for something good quality.
