Strength issue

Is there a way to remove the effect that strength has on armor durability?

Strength breaks armor way to fast on my project.

Have stronger protection enchant and stronger sharpness swords equal same damage less breaking.

in the spigot.yml you can edit potion potency
Set strength to like 0.5 or something.

I'd like it to deal the same amount of damage to players but not as much to armor. :/
