Why don't we have it? It is so useful, but if we wanted to use it we can't click on a button because there is none... I don't remember if we ever did have it, or if it was removed, but it would be really nice to have it back.

XenForo decided to remove this from the button bar in version 1.3.

Still works?

Just select what you want strik-through and click on the + button and then strike-through.

I think Shattered meant to have the button where is was before. Next to the B, I, and U buttons.

I just think it made more sense when it was near the other formatting codes, such as bold, italic, and underline.
It is oddly placed when it is hidden under a 'plus'.

Well then it's only laziness as it takes 0.2 seconds longer to do this.

Not entirely. If you are fully aware of all the codes and still want the button, it's laziness. However, not every user on the forums knows about the code.

I tried this out on our test instance and after that on our primary one and both had some texture issues.

I went ahead and removed the addon that tjrgg suggested. I'm not going to bother with this anymore as there's already a button for this.
