the way i interpret the thread is as follows:
1) it looks like you just want the thread to be pinned and that's the whole purpose of thread
2a) it's basically paraphrasing the rules, most of which are basically common sense
2b) I looked in the category and flicked few a through pages and only found a few threads that I would consider to be in the wrong category. I don't think the thread's necessary.
