super small bungeecord plugin

Basically, I need a really small, lightweight plugin that can run a configurable command. For example: /say {message}.

I need this to ONLY be able to be run from the console! Please make the command configurable and there's no need for a prefix at the beginning of the message! Also, please allow it to support the bukkit color code! Thank you dearly!
