Im looking for a plugin that works kinda like a "Supply drop" where you choose where you want a CHEST to spawn.

The chests are spawning where the beacons are.
And everytime someone opens one the server shouts out: [Loot] username found: item

Hmm, I'm not sure. I didn't see any plugin that would seem to do that in /?.
