THIS. If you want to get a successful server, don’t cheap out, especially on development. The only developers you’ll get for free are skids and super inexperienced devs. If you want to waste your money on hosting and advertisement then be my guest, but if you want that money not to go to waste, be prepared to fork up some cash on making your server high quality.
