Being banned means your are generally not permitted to come back in the questioned place, while a suspension is the same expect that it generally pass away after some time and/or efforts to get it lifted.
Banned or temporary banned means you can't do anything. This includes sending pm's.
While 'suspended' gives you a bit more freedom.
