Have you tried NametagEdit?

I'd recommend using PermissionsEx and running this.

Because it also needs to list the ranks by weight and I don't want to use Pex. The screenshot I posted is mine btw.

Use AnimatedNames and just don't make the names Animated

Or you could use AdvancedNametags (same thing but with infinite character length and with armor stands so if your server is laggy it won't work)
