Team Hunger Games Plugin

Hello!
Not entirely sure which tag this should go under but:
I was wondering if someone could help me with making a plugin or modify a pre existing one to create a Hunger Games plugin similar to the one used in Minecraft Monday where the teams were pre-set in a lobby and those teams would remain and not have to be re set before each new game begun. However, instead of having teams of 2 - make it so there were teams of 4 if that makes sense!

I have a very limited budget and rather than making an entirely new plugin would prefer help with perhaps altering a pre-existing one slightly to add the feature of pre-set teams! (Such as ShaneBee's HungerGames plugin which doesn't have the team feature I'm looking for!)
