i am willing to pay once i am convinced that you know what you are doing and dont ask me a lot of pointless questions such as "What perms should owner have" as if you know what you are doing you would not need to ask.

Stuff here doesn't work like that. The setup professional doesn't know what permissions you would like your ranks/roles to have. It's just impossible, unless he could read your mind. And if he would do it as he wanted, you would most likely say that you don't like it and not pay for it afterwards, thats why I would say this is preety fishy. Most likely a scam.
