The layout is without a doubt copied. On top of that, saying "ill remove it when I finish the new design" isnt worth anything, it should have never been used in the first place. Anyone with commense sense can see the design is extremely similar

Just after our site comes out, just after all of this happens, coincidently, he uses a CSS typewriter effect, something we used, the buttons for the pages, that we used, just plain copying..

These two have a navigation bar that actually look more alike than yours and his. That doesn't automatically mean they ripped it off. They are two professional companies, one isn't trying to sue or get DMCA on the other, because their site has a similar navigation bar. One also isn't trying to discredit the other. Because it doesn't really matter. Neither of them is going to suffer for having part of the site that looks similar.
Making 2 threads and - rep someone is a massive over reaction. I cant speak for anyone else here, but all I see is an attempt to discredit the competition. Which is something companies have done ever since companies first became a thing. Its nothing new. Just looks very unprofessional.
If you deny the above. Then why didn't you simply try to resolve it with him properly, or failing that take it to the authorities (DMCA), if you genuinely think you have a case. All this very public fuss wasn't needed, or going to help the situation.
