Has to do with your recent browsing, that's the only reason how they determine what ads to show you if it really bothers you get a quality ad blocker there are some that work for youtube

Sometimes if you have turn off personalised ads they show you ads from other countries

I googled vodka and saw a few Russian ads. Not even trying to be funny, this exact thing happened to me.

I also just had russian vids on [Censored], its spreading across my browser
