Not sure how Translator capes work but if it works like minecon capes he could have just now claimed is translator onto Oval.
All I can really tell you is there is no possible way to get a translator cape now unless you translated minecraft and were apart of the project in 2016 or whatever year it was.

^ This is correct Translator capes was a project in 2016 most of the languages have been complete if not all, there is an official link to all languages that have been translated. I’d imagine he could of possibly got it transferred which is basically impossible or he got it through translating a language like everyone else.
