Wow that is really bullshit, what the hell. I've been selling digital goods for years now and they never did anything like that with me.
First, I recommend you get Stripe. It'll allow you to accept Credit Card payments and perhaps even Bank payments directly, depending on the buyer's area (stuff like IDEAL in the Netherlands, for instance). It's also a lot more open about what they accept and what they don't accept, and while it's slightly overzealous about 'fraudulent' credit card charges, in my experience it NEVER shifts the blame to you.
Just to clarify, I have my main bank account linked to Stripe, and the money is deposited directly in there.


Also, idk what the press is like in your area, but you could put some extra effort in trying to get your account back, record their response and submit it to a local newspaper. In my country several people who were slighted by banks etc sent a letter to the free newspaper "Metro", which is given out at trainstations. It never failed to get upper managment involved if the article was published, and the newspaper staff often got involved directly into setting things straight.

Idk how Paypal might react, but if they've perma-limited your account already you don't have that much to lose.
PayPal's been known to limit accounts for no reason. I've searched around and the few people that have gotten access to their accounts again, have done it by literally calling PayPal daily for weeks. Some people get unlimited in a few days others it takes weeks. I've already called them 4 times, but they've all said the same thing so far. Hopefully, I get connected with someone who has more authority, other than that, I didn't find any other way to get unlimited.

Do you have an option to pick between your local language and an english language service, or do you live in a native English speaking country? The different languages often have different people + policies.

I'm in the US so, I guess I can't do much about that :p

4) IPs is you have more than 2 paypals on the same IP your gonna get banned or limited kinda straight forward.

Mm I have 2 paypal accounts, and I have those for 3 years now, both using them on the same computer.. Never got limited :D
