Do they require lots amount of money for investing? I have a ~$100 budget (Im broke I know)

I was thinking of a prison server or possibly skyblock. If I do make a server, what should I put my money towards?

U can make a server but I don't think you can get much advertisement for it
I was thinking I could bot my playerbase (just like Aschorren does), but I don't know how ethical that is, or if I would occur any problems if I ever were to sell it.

I would do KitPvP. Let me explain: Make a unique kitpvp server. Have your own unique twist. If you do it well, you can easily get a community, etc. If you'd like to PM more about this idea, please do Sywren !

Money isn't a necessity to make a minecraft server, there are thousands of plugins on the spigot resources page and also builds on planet minecraft which will save you a lot of money when it comes to builds and development, since you can get things for free. Another thing is updating your plugins and keeping the content fresh so that your server doesn't get stale, however an easy way to do this is through resetting your map if you are planning on making a factions server or a server that has a open-world. If you want a logo, you could get one for dirt cheap, $30 ish on here, and for a website, I'd recommend using enjin since it's free and can be used as a temporary website.

However, money is the deciding factor in whether your server will have 10 players or 1000's of players playing actively. $100 in advertisement's wont bring you much. But, there are many ways to get players without having money, like offering youtubers part-ownership of the server you are running, which will give you free advertisement (some youtubers may want a upfront payment).

i run my server, and it looks official by just having 3 things. 100$ is more than enough. Enough to buy an anti cheat, builders or buy maps, and enough for a premium plan on buycraft :)

Yeah this is right on the money. I owned a small server for a few years (peaked 50 players), and unless you start with sizable funds it's hard to get any decent amount of players on. However if you're just looking for a fun place for you and your friends to chill while making a few new friends along the way, I would say definitely go for it.
