Thanks for the long and well typed responseMoney isn't a necessity to make a minecraft server, there are thousands of plugins on the spigot resources page and also builds on planet minecraft which will save you a lot of money when it comes to builds and development, since you can get things for free. Another thing is updating your plugins and keeping the content fresh so that your server doesn't get stale, however an easy way to do this is through resetting your map if you are planning on making a factions server or a server that has a open-world. If you want a logo, you could get one for dirt cheap, $30 ish on here, and for a website, I'd recommend using enjin since it's free and can be used as a temporary website.
However, money is the deciding factor in whether your server will have 10 players or 1000's of players playing actively. $100 in advertisement's wont bring you much. But, there are many ways to get players without having money, like offering youtubers part-ownership of the server you are running, which will give you free advertisement (some youtubers may want a upfront payment).
