That's because the OP of the thread changed the prefix to complete but a staff member has to lock it themselves which he probably hasn't requested so yet.

Yeah, our knowledge is it's a simple title that may be editable.

You may request to have a thread locked through a Report or PM, but we usually lock them if it was bumped after a long time/necroposting without your permission. Same goes for having a thread unlocked, simply request it.
