Offered the guy a paid position. He ended up saying that he didn't want to work with me because I didn't have over 90 rep.

So if you have less than 90 rep and want to offer this guy a position (highly doubt anyone would even want to), don't bother anyways because he wants to work with people with over 90 rep when he has 0 and joined the site on Monday.
