Unless I'm understanding this wrong, this is working as intended. In the first screenshot

Your ticket is in the sub-forum of tickets that requires a moderator. This means that out of the 141 tickets in the sub forum (8 pages), you are one of the 141 tickets. In the second screenshot, it just shows your tickets regardless of the sub-forum that it might be in. I could just be making this up, but the reason that you don't see the assignment in the second screenshot is because that page is like a summary. If you had more than one ticket, you could see the state of the ticket, from which sub forum they are in, and how many replies there are:

The first screenshot shows the assignment because you're accessing the ticket in the specific sub-forum, not just as a summary view. The assignment is shown then because it not only shows you who will be taking care of your ticket, but I imagine that the moderators that see all the tickets can then just handle the tickets that are assigned to them as they see all tickets. Again, I could be 100% making things up, but if I was the developer, this is how I would design the ticket system. Any staff member, please correct me if I'm wrong.
