Time and Weather Lock plugin

Looking for a good Time and weather lock plugin, basically it will be a certain time that will be set, permanent. No weather at all times(no weathers permanent). If you find any good ones, please link them or if you can make one for me, PM me.

Weatherlock:
You can use Worldguard:

• /rg flag <spawn> weatherlock clear
