Timed Fly Plugin

I was wondering if someone could make me a very simple plugin for my server that simply grants players fly for a specific duration of time. An example of how this could work is players can vote for timed fly. This can be viewed on skyblock.city try it type /vote and vote to receive fly for 10

Commands
/tf set <player> <time> - Sets the players time (Make the time stack if the command is executed more than once)
tf remove <player>

Permissions:
Tf.admin - Has access to all timed fly related commands

Config
Messages to player when activated
Message to player if more time is added
Constant messages to player for how long it's been activated for
Message to player when finished

If someone could do this for free that'd be great as I'd like to release it to further improve the community. However, if that's not acceptable then I don't mind paying for it.

Either the developer or me could release it, but the net result would be that it'd be free for anyone to download.

I wouldn't release it for free or even commission it for free if you're claiming that such plugins do not work (which I doubt). Anyways, good luck finding someone but I doubt anyone would spend time working for free.

Okay that's fine, I'm more than happy to pay. The first plugin I added https://www.spigotmc.org/resources/time-fly.48990/ didn't work for me so when I installed the second one I noticed it was quite bulky and overrode a lot of preexisting things that just simply isn't necessary.

What permission plugin are you using? Most allow you to give a player a permission for a set amount of time, why not just use that to give players the permission to fly for as long as you want, then the permission plugin would automatically remove the permission when that time is up.

I'm using PEX. If I'm not mistaken it wouldn't be able to do everything that's listed above no?
