Timer/player scoreboard plugin

Hey there people of MCM!
I don't post here often however I am in need of a timer UHC plugin!

What I need?:
Pretty much I host a Reddit UHC server called Oxile. We have been back and fourth looking for a timer scoreboard and can't find anything! What it needs to do is show a scoreboard saying:

&a~~~~~~~~~~~~~~
&7[&aOxile&8&lUHC&]
&2Timer: {starts when timer command is run}
&2Players: {players on server}
&a~~~~~~~~~~~~~~

Something like that, I included our colour them so you know.

Players should show how many players are on the server at the time and will be displayed all the time. There could possibly be a command like /ptoggle to remove it from the scoreboard or not, depends.

Timer will be started using /timer start which will start the timer on the scoreboard 00:00 going up in seconds until a player with the permission uses /timer reset which restarts the time on the timer, /timer pause will pause the timer.

Possibly a /gi standing for game time which says the game time in chat!

If anyone knows any plugin which does this or can make one for cheap then please contact me for discussion.
