I don't know why my servers can't handle 40+ players, the TPS will drop at 8-13 and I wonder what is the problem and I have a timings report and unfortunately, I can't analytics it lol, so I need ur help.

I have 8GB RAM on the server and the server only use 4GB of it.

Remove React it causes lag if not setup properly. If it still lags do another timings report then send it again. Minions plugin also causes lag from personal experience of using that plugin.

Already removed React and changed it to Lag Assist, not experiencing any TPS loss again but the server crashes for no reason, but I believe it's the spigot problem. Also is the redstone tick and hoppers cause TPS loss on the server?

Experiment with the hopper transfer/check/amount if players have a lot of hoppers on your server that could be an issue what I do is make hoppers semi-expensive/harder to get and I have
hopper-transfer: 1
hopper-check: 1
hopper-amount: 64
but I do not recommend these settings for a very large server. A thread I looked at recommends
hopper-transfer: 24
hopper-check: 24
hopper-amount: 3
As for redstone I believe lagassist should have something that should help with it look in the config.

By deleting React plugin and replace it using LagAssist.
