Tips for taking care of a survival server?

People don't like resets. But whenever a big update comes out the only parts of the world that contain bits of that update are new chunks, and sometimes updates break worlds entirely. When a new world is generated to compensate for this, is it always a wise thing to reset everything else? I suppose mcMMO stats don't really need it, and obviously ranks shouldn't either. But in regards to the world, it includes inventory and builds. People hate losing their builds. Is there a better way to go about things like this?

One solution I have seen recently is having a world for their normal survival adventures and then a separate world for resource gathering. Though, for updates like 1.16 where it changed the nether, I don't believe a solution like this would really apply.

A second idea is simply enabling the use-inventory in world edit and then allowing players to use world edit (with of course something like FAWE for lags sake) to move their bases into a newly generated world. Give them a specific time-frame to do such and anyone who misses it, well, that's on them.

Using Fast Async World Edit (so much better than default WE), there is a configuration option (while still in the normal world edit) called inventory mode. This inventory mode allows players to use world-edit based on their inventory. So they can either just copy and paste their base or they can retrieve all the blocks without losing anything.
