I suggest you actually read their rules/guidelines/whatever they call them.

When I was under the age of 18 I had to use a parent's PayPal account. Then once I turned 18 I started fresh with my own.

Most likely, PayPal wants to limit their risk of fraud being committed by users of their service, so they want tax information and some proof that the money is not being transferred due to illegal activities.

I mean I have a US account just for using it online. However all I do is get my american friend to use his phone number to get the phone number verified. And pretty much that account is secure unless I make a lot of disputes/huge transactions, which luckily hasn't happened. The reason paypal used to randomly limit my account was because I didn't verify my phone number (was a fake one). And you will only have to provide ID, only IF you make a loads of disputes/transactions.

That's my understanding of the system so far of the american system, correct me if I am wrong :)

Also I believe since I live in Sweden, it's almost exactly the same expect I am able to put in my legal information with no worries (expect year). Which I mean, I've gotten locked because I opened to many disputes on scammers, so they locked me. Now I am currently waiting until I get my ID card. Next month. To unlock it.

Yep! They told me at first they would take 180 days for my money to be moved, I asked to speak with a supervisor, and the supervisor had moved my funds within 2 hours. Amazing what paypal can do. But once they have you in their crosshairs, its an adventure to get out.

I'm going to have to go speak to a supervisor then if the usual employees don't help. You've been extremely helpful today, thanks!

There's your answer. They are not 'fucking you over', they are obeying laws. Don't blame them for you not being 18. They will keep limiting you over and over until you're 18 or you get an adult to create a account in their name.

It's not a random lock. They are legally obliged to collect information about you. They usually do this once. Once you've done that, you should be fine UNLESS you're creating multiple accounts and they think something suspicious is going on.

Don't pretend like they are fucking you over because you're the one in the wrong here.[DOUBLEPOST=1476296594][/DOUBLEPOST]The only right reason for them to permanently lock a PayPal account is if they find out you're not 18. That is completely fine. As their TOS and most laws say, you need to be 18.

Since you're under 18, I'd suggest get your parents to create a new account, verify it through linking a bank and card, and verifying the email and phone number. Have them also put in 1 of their social security numbers. This allows them to collect better information to properly verify the person who is setting up the PayPal (this being your parents) are legally old enough to be using it. They lock you because you use an unverified account where they have no clue about your true identity. So when they know nothing about you and you're sending and receiving money all the time, they find it majorly suspicious.

There are a few reasons for paypal to lock your account. I'll list the most common ones here
  • you're not 18, or were not when you made it
  • some jackass has reported you for 'aiding in illegal activities (this usually lasts very shortly, just until you sign their "waiver"
  • you've had too many chargebacks
  • you've exceeded your receiving limit and they're requiring extra data
  • you didn't fully verify your paypal yet

The biggest problem is that they do not cooperate after they limit it. I was told I could contact them and get access to my money in 72 hours if I did. I contacted them a month ago. No access.
