That's… the whole point. Things like this is what Harvey start out as. I'm reasonably confident that this is going to be a Tropical Depression in a few hours.

Also, "Harvey the Hurricane" struck Corpus Cristi."Harvey the really long lasting and annoying rainstorm" is what flooded and decimated Houston.

EDIT: And yeah, I want rain too. I always feel guilty because I kinda like watching and stalking these tropical storms, even though they completely destroy peoples' lives.
