Tomato Shooter Type Thing

For this plugin, I feel its simple but idk, this is what I want:
You get like a canon looking thing. Maybe like diamond horse armor attached to an armor stand, and when holding right click, it shoots out a red looking item (if cant be red then just make it snowball) at a person. When this person is hit, the person who shot him gains a configurable amount of money and the person who GETS hit loses that same amount of money. Also want the canon shoot time delay to be configurable

Thats about all and will probably need a way of like setting that canon thing

Let me know what price you can do it for as I will go with the cheapest

Not really smart to go for the cheapest offer. Say an inexperienced developer PM's you for low price, but an experienced one PM's you for a bit more.

You take the inexperienced's offer and end up with a bad plugin, whether he does things wrong or inefficiently (effecting server efficiency: causing lag). Especially with a plugin like this, where tasks will be running.

It's kind of like server hosting. Why does everyone not go with GGServers? Who cares if it's dirt cheap, it's horrible.
