This is a bug with our ads manager addon where those packages will not remember the users we show ads to so each time a new top or bottom bar banner goes live. It is something we know about and have on the agenda to fix with a few other changes I would like custom developed, it's just not anything urgent since it only happens every few months for an hour or so at this point.
